Function: it is the outer spring washer for a bolted joint.
The reason this ends up on an order: a consumable locking item renewed at each reassembly. Supplied as a pack of 4, which is how these small parts are normally bought — you rarely need just one.
Fitting note: Fit a new washer under the head and check the joint has not fretted.
