This is the spring washer outer for the UMS 9-99cc engine, the nine-cylinder 99cc four-stroke radial from UMS.
The part itself is the outer spring washer for a bolted joint.
Why it is replaced: a consumable locking item renewed at each reassembly. Supplied as a pack of 5, which is how these small parts are normally bought — you rarely need just one.
Fitting note: Fit a new washer under the head and check the joint has not fretted.
