A propeller has to seat flat and true on its hub, and it only does that if the bolt holes are accurate. A hole drilled off position holds the blade slightly out of plane, which puts a bending load into the hub and lets the bolts work loose — on a propeller, that is a failure path rather than a nuisance. A guide is what makes the holes accurate.
