Arm length is a deliberate trade: 1.5 inches gives generous travel at the surface for a given servo rotation, but it also increases the torque the servo has to produce to move the surface. That is normally the right trade on a rudder or a large aileron, where travel and authority matter, provided the servo is rated for the load.
