This is the cylinder for the DLE 200 twin, a large-displacement two-stroke petrol twin for very large scale models.
The part itself is the cylinder, which forms the bore the piston runs in and carries the transfer and exhaust ports on a two-stroke.
Why it is replaced: a scored or oval bore is the reason to replace a cylinder rather than just the ring, and cylinders also suffer damage from a lean run.
Fitting note: Measure the bore at several heights before condemning it, and check the port edges for burrs.
