This is the circlip(crank&connecting rod) for the UMS 5-75cc engine, the five-cylinder 75cc four-stroke radial from UMS.
The part itself is the circlip shared by the crankshaft and connecting rod locations.
Why it is replaced: a service item renewed whenever the crank train is opened up. Supplied as a pack of 10, which is how these small parts are normally bought — you rarely need just one.
Fitting note: Never reuse a circlip that has been removed once.
