This is the needle bearing for the DLE 40 single, a mid-size two-stroke petrol engine for sport and scale models.
The part itself is a needle roller bearing, used where a compact bearing has to carry a high radial load in the crank or rod.
Why it is replaced: needle bearings in a two-stroke run on the fuel/oil mixture, so they are sensitive to a weak oil mix and are a routine overhaul item.
Fitting note: Check the rollers and the running surface for pitting, and make sure the oil mix ratio is correct on reassembly.
