The Dualsky VR is a voltage regulator (BEC) that takes the flight battery voltage down to a regulated output for the receiver and servos.
A regulator matters on a large model because the servos draw real current — several high-torque digital servos moving together can pull more than a receiver can supply, and a brown-out of the radio is the consequence. A regulated supply sized for that current is what prevents it.
Regulates the flight pack voltage to a level the radio and servos can use, which is what keeps the control system stable regardless of the state of charge of the flight battery.
Sized by the current your servo installation actually draws, not by the number of servos.
