This is the spring stainer for the UMS 7-90cc engine, the seven-cylinder 90cc four-stroke radial from UMS.
The part itself is the spring strainer in the lubrication path, which filters debris before it reaches the bearings.
Why it is replaced: the strainer is cleaned at service and renewed if the mesh is damaged — a torn strainer lets debris through to the bearings. Supplied as a pack of 5, which is how these small parts are normally bought — you rarely need just one.
Fitting note: Check the mesh under good light and renew the retaining clip at the same time.
